An Phu in D2 is an Expat enclave tucked away on the curve of the Saigon River. It is full of gated communities designed for Expats who don't really want to live amongst the normal Vietnamese neighborhoods for whatever reasons they may have.
It is more of a long term place to live rather than being designed for tourists who wish to fill their days with sightseeing and shopping as the inconvenience of getting to and from An Phu to D1 far outweighs the luxury of staying there.
One of the resorts has a jetty where the water taxi takes you via the river and will be considerably quicker than going by taxi but since the Govt closed down the waterfront wharves in downtown Saigon and moved them to D4 over the bridge I don't know if they will be as convenient to access as in the past.
Weighing up the pros and cons will be up to you. I occasionally ride out to An Phu for one of my favorite restaurants the Mekong Merchant but it's a once a year special treat, because like all the other restaurants in the area, it’s pretty expensive.
